Pembentukan karakter cerdas mestinya berada di mana-mana, di segenap upaya pendidikan dalam bentuk proses pembelajaran yang solid terintegrasikan. Untuk itu, upaya pendidikan dalam tataran teori, praksis dan praktiknya perlu, di satu sisi diharmonisasikan dalam rangka pembangunan karakter-cerdas yang dikehendaki bersama.
