dipikul bersama. Masalah-masalah kenegaraan ini adalah masalah
kebersamaan. Ada faktor-faktor yang mutlak secara wahyu tidak boleh diganggu,
tetapi unsur-unsur kemanusiaan tetap berjalan sepanjang tidak bertentangan
dengan Akidah Islam.
