Konsolidsai Undang-Undang Perlindungan Anak

UU RI No. 23/2002 & UU RI No. 35/2014

Undang-Undang RI Nomor 23 Tahun 2002 tentang Perlindungan Anak ditetapkan guna melindungi hak-hak anak sesuai harkat dan martabat kemanusiaan, serta mendapat perlindungan dari kekerasan dan diskriminasi. Namun, undang-undang tersebut belum dapat berjalan secara efektif karena masih menemui masalah-masalah pada praktiknya di lapangan. Untuk mengatasi hal itu, kemudian ditetapkan Undang-Undang RI Nomor 35 Tahun 2014 tentang Perubahan Atas Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak. Untuk mengetahui ketentuan mana saja yang berubah, pembaca harus membandingkan dua peraturan perundang-undangan ter- sebut. Hal itu tidak mudah karena membutuhkan ketelitian ekstra. Belum lagi, jumlah pasal yang tidak sedikit tentunya akan menyulitkan pembaca. Buku ini diterbitkan dalam bentuk konsolidasi yang mengga- bungkan dua peraturan tersebut beserta perubahan-perubahannya dilengkapi dengan penjelasan singkat. Buku ini merupakan panduan praktis yang bertujuan memudahkan pembaca dalam mengetahui perubahan-perubahan dalam peraturan perundang-perundangan tersebut, karena terdapat highlight abu-abu dan catatan kaki yang membedakan setiap perubahan peraturan. Selain itu, buku ini juga dilengkapi beberapa peraturan terkait, Konvensi Hak-Hak Anak, serta infografik tentang perlindungan anak untuk memudahkan pe- mahaman pembaca. Ownership and Control of Corporate Malaysia

This is a study of Malaysia’s new political economy, with a focus on ownership and control of the corporate sector. It offers a pioneering assessment of government-linked investment companies (GLICs), a type of state-owned institution that has long prevailed in the corporate sector but has not been analysed. Malaysia’s history of government-business ties is unique, while the nature of the nexuses between the state and the corporate sector has undergone major transitions. Corporate power has shifted from the hands of foreign firms to the state to the ruling party, and well-connected businessmen, and back to the state. Corporate wealth is now heavily situated in the leading publicly-listed government-linked companies (GLCs), controlled through block shareholdings by a mere seven GLICs under the jurisdiction of the Minister of Finance. To indicate why these GLICs are important actors in Corporate Malaysia, this study provides a deep assessment of their ownership and control of Bursa Malaysia’s top 100 publicly-listed enterprises.

EVOLVE - A Bridge between Probability, Set Oriented Numerics, and Evolutionary Computation IV

International Conference Held at Leiden University, July 10-13, 2013

Numerical and computational methods are nowadays used in a wide range of contexts in complex systems research, biology, physics, and engineering. Over the last decades different methodological schools have emerged with emphasis on different aspects of computation, such as nature-inspired algorithms, set oriented numerics, probabilistic systems and Monte Carlo methods. Due to the use of different terminologies and emphasis on different aspects of algorithmic performance there is a strong need for a more integrated view and opportunities for cross-fertilization across particular disciplines. These proceedings feature 20 original publications from distinguished authors in the cross-section of computational sciences, such as machine learning algorithms and probabilistic models, complex networks and fitness landscape analysis, set oriented numerics and cell mapping, evolutionary multiobjective optimization, diversity-oriented search, and the foundations of genetic programming algorithms. By presenting cutting edge results with a strong focus on foundations and integration aspects this work presents a stepping stone towards efficient, reliable, and well-analyzed methods for complex systems management and analysis.

EVOLVE - A Bridge between Probability, Set Oriented Numerics, and Evolutionary Computation V

This volume encloses research articles that were presented at the EVOLVE 2014 International Conference in Beijing, China, July 1–4, 2014. The book gathers contributions that emerged from the conference tracks, ranging from probability to set oriented numerics and evolutionary computation; all complemented by the bridging purpose of the conference, e.g. Complex Networks and Landscape Analysis, or by the more application oriented perspective. The novelty of the volume, when considering the EVOLVE series, comes from targeting also the practitioner’s view. This is supported by the Machine Learning Applied to Networks and Practical Aspects of Evolutionary Algorithms tracks, providing surveys on new application areas, as in the networking area and useful insights in the development of evolutionary techniques, from a practitioner’s perspective. Evolutionary Computation in Combinatorial Optimization

This book constitutes the refereed proceedings of the 8th European Conference on Evolutionary Computation in Combinatorial Optimization, EvoCOP 2008, held in Naples, Italy, in March 2008. The 24 revised full papers presented were carefully reviewed and selected from 69 submissions. The papers present the latest research and discuss current developments and applications in metaheuristics - a paradigm to effectively solve difficult combinatorial optimization problems appearing in various industrial, economical, and scientific domains. Prominent examples of metaheuristics are evolutionary algorithms, simulated annealing, tabu search, scatter search, memetic algorithms, variable neighborhood search, iterated local search, greedy randomized adaptive search procedures, estimation of distribution algorithms and ant colony optimization.

In our algorithm, those solutions generated by path relinking operations are
improved by a local search whose neighborhood consists of slight modifications
of the representative neighborhoods called 2-opt∗, cross exchange and Or-opt.

Analog Circuits and Systems Optimization based on Evolutionary Computation Techniques

The microelectronics market, with special emphasis to the production of complex mixed-signal systems-on-chip (SoC), is driven by three main dynamics, time-- market, productivity and managing complexity. Pushed by the progress in na- meter technology, the design teams are facing a curve of complexity that grows exponentially, thereby slowing down the productivity design rate. Analog design automation tools are not developing at the same pace of technology, once custom design, characterized by decisions taken at each step of the analog design flow, - lies most of the time on designer knowledge and expertise. Actually, the use of - sign management platforms, like the Cadences Virtuoso platform, with a set of - tegrated CAD tools and database facilities to deal with the design transformations from the system level to the physical implementation, can significantly speed-up the design process and enhance the productivity of analog/mixed-signal integrated circuit (IC) design teams. These design management platforms are a valuable help in analog IC design but they are still far behind the development stage of design automation tools already available for digital design. Therefore, the development of new CAD tools and design methodologies for analog and mixed-signal ICs is ess- tial to increase the designer’s productivity and reduce design productivitygap. The work presented in this book describes a new design automation approach to the problem of sizing analog ICs.

This will be the subject of the next section where an analog design optimization
tool matching the analog IC design problems (for the design of IC circuits) based
on a standard stochastic evolutionary algorithm will be presented in detail. Fig.
