DLA Should Strengthen Business Systems Modernization Architecture and Investment

The Defense Logistics Agency (DLA) plays a critical role in supporting America's military forces worldwide. IN FY2000, DLA reported that its operations resulted in sales to the military services of about $13 billion. This report determines: (1) whether DLA is using an enterprise architecture to guide & constrain its investment in Business Systems Modernization (BSM); & (2) whether DLA is investing in BSM in an incremental manner. Using enterprise architectures -- institutional blueprints for business & technological change -- & investing incrementally in large modernization programs are legislative & federal requirements & best industry practices.
